Abstract
This paper reviews some of the major issues, programs and events that have led to the current state of marine mammal populations, management goals and management programs worldwide. It notes the changing focus of management issues and research needs during the past decade and attempts to forecast the kinds of research needed to deal with likely issues in the forthcoming decade.
